Problems encountered
Commentary on evaluation needs of the country	Consulting market in Croatia is developed when general SME support is considered. Another growing market are consulting services for project writing for EU funds. Services related to innovation consulting are provided from just a few specialised companies. The reason is that demand for those services is not that high, therefore much work is to be done to create the demand and give incentive for consulting market to grow in that niche. Evaluation of RTDI projects is mostly performed for the ex-ante phase. Technology evaluators are mostly academics, in less extent serial entrepreneurs, business angels, etc. Financial/investment project assessment is well covered on the market. There is only a few persons who deal with impact evaluation of programmes/policies.
