EVAL-INNO RTDI Evaluation Training Course, 17-21 June 2013, Podgorica, Montenegro

The EVAL-INNO project organises the third RTDI evaluation training course on 17-21 April 2013 in Podgorica, Montenegro. The training will gather participants from Montenegro, Albania, Bosnia and Herzegovina and Kosovo and will be carried out by experienced RTDI evaluation trainers from six countries (Austria, Bulgaria, Greece, Hungary, Montenegro and Serbia).

The training will introduce the participants to the theory and practice of the research and science-related evaluation of organisations, policies, programmes and institutions.

The training will gather participants from The Ukraine, Slovakia, Austria and Hungary and will be carried out by experienced RTDI evaluation trainers from six countries (Austria, Bulgaria, Greece, Hungary, Montenegro and Serbia).

The training will introduce the participants to the theory and practice of the research and science-related evaluation of organisations, policies, programmes and institutions.

EVAL-INNO RTDI Evaluation Training Course, 18-22 March 2013, Sofia, Bulgaria

The EVAL-INNO project organised the first RTDI evaluation training course on 18-22 March 2013 in Sofia, Bulgaria. The training gathered participants from Bulgaria, Romania, Moldova and Greece and was carried out by experienced RTDI evaluation trainers from six countries (Austria, Bulgaria, Greece, Hungary, Montenegro and Serbia).

The training introduced the participants to the theory and practice of the research and science-related evaluation of organisations, policies, programmes and institutions. 

A total of 35 trainees participated in the training (4 trainees from Romania, 5 from Moldova and 4 from Greece in addition to 22 trainees from Bulgaria). They were trained by 10 lectors.

EVAL-INNO RTDI Evaluation Training Series

From March 2013 to November 2013, training opportunities will be offered for two target groups: evaluation experts and programme owners. The 2x2 training modules will be carried out in Bulgaria, Hungary, Montenegro and Serbia. Training seminars in Hungary will be done in cooperation with Austria with outreach to the northern SEE region. The Bulgarian training seminars will be conducted in cooperation with Greece and will include an outreach element to the SEE region.

Resources for participants outside partner countries are earmarked. Simple guidelines will be developed providing information on common organizational issues for training and its evaluation.

Training will be carried out by experienced RTDI evaluation trainers  at their own partner institutions, but will also include external experts. The language of the courses is English and local languages. Thus, the training sessions will take place in a series rather than in parallel.

Study visits exploring public procurement in evaluation

1. Introduction

Public procurement procedures are used to evaluate innovation expenditure. They use variable methods and means, take different forms and address diverse time horizons. Experiences, whether systematic or ad hoc, increase rapidly and offer new ideas and learning experiences. WP5 will pool experiences in ex-ante, mid-term and ex-post evaluation of innovation programmes and innovation organizations based on data collection: a. through questionnaires and b. through study visits (in situ research and interviews).

2. Study visits

NKUA-SARG (WP leader), through consultation with project partners, will identify a number of key people (3-5), composed of senior officials, experienced evaluators and representatives of national evaluation societies, if they exist, to be interviewed in Austria, Greece, Bulgaria, Hungary, Serbia and Montenegro.  The interview outline, with a set of open and closed questions, will be drafted by NKUA-SARG based on international experiences and the results produced through elaboration of data collected in questionnaires. 

From May to September 2012, a  team consisting of two NKUA-SARG experts will visit partner countries to undertake interviews and field research.  The interviews will take place in-situ in ERDF and IPA partner countries. Parallel to the interviews, NKUA-SARG experts, in collaboration with the national partner, will crosscheck the evidence that had been provided through questionnaires and interviews.

The questionnaires and interviews will allow for the identification and prioritisation of the needs of each country studied. The needs assessment study will also take into account the outcome of the mapping exercise, benchmarking analysis results, as well as the assessment of every national situation provided by NKUA-SARG experts.

EVAL-INNO WP5 Consultation Workshop

The WP5 consultation workshop on public procurement in RTDI evaluations was organised at Athens, on January 28-29, 2013.

SEE countries have limited record of innovation evaluation practices. The merits as well as the need for procuring evaluation emerged with the EU Structural Funds and IPA. Developing high standards and competent public procurement of RTDI evaluations is becoming increasingly important.

The purpose of the EVAL-INNO project is to help into this direction. In its context in the frame of the WP5, bibliographic research on public procurement of RTDI evaluations, a set of on-line completed questionnaires by national experts and interviews in the participating countries were organised to help identifying and prioritising national needs. A combination of a mapping exercise, the benchmarking analysis results as well as the assessment of every national situation led to a needs assessment study.

The objective of the workshop was to present and discuss the results of this preliminary comparative and needs assessment study. The workshop was attended by members of the consortium, national experts of the countries studied, experts from the European Commission, and experts from other interested SEE countries (outside the project consortium) and international organizations (World Bank).
